Fiscalization Act: a key step towards the digital economy

On June 13, 2025, the Fiscalization Act was passed, bringing important changes for all taxpayers in Croatia.
This law represents a strong step towards the complete digitization of business , with the aim of increasing transparency, reducing the administrative burden and modernizing financial processes.

Expansion of fiscalization obligation

The most significant change relates to the expansion of fiscalization to all types of payments – not only cash, but also card, transaction and online payments via services such as PayPal, Google Pay or Stripe.
Thus, fiscalization includes the B2B sector for the first time, which brings more control to entrepreneurs, but also the need to adapt to technological requirements.

Mandatory e-invoices from January 1, 2026.

The law clearly stipulates that from January 1, 2026. All taxpayers in Croatia are required to send and receive e-invoices .

This introduces a single standard for electronic business aligned with European norms, which enables automatic data exchange , secure validation and electronic archiving of invoices.
Croatia is thus aligning itself with the practice of the European Union and the direction set by the ViDA (VAT in the Digital Age) package, which digitalizes the VAT system and electronic reporting in real time.

The role of information intermediaries

Information intermediaries play a key role in the implementation of the law – certified organizations that enable the exchange, validation and archiving of e-invoices between entrepreneurs and the Tax Administration.
All obligated parties must ensure cooperation with a reliable intermediary that meets security and technical requirements (ISO/IEC 27001, Peppol standards, etc.).

eReporting system and less administration

With the introduction of the new e-Reporting system , data on issued and collected e-invoices is automatically submitted to the Tax Administration.
This means the abolition of numerous forms and manual applications , which reduces the administrative burden and speeds up communication between entrepreneurs and state institutions.
